Jeffrey Alan Wesley, 49, pleaded guilty to possession of child pornography with intent to distribute as part of a binding plea agreement in Cecil County Circuit Court. In a binding plea agreement, the sentencing judge honors the conditions negotiated by prosecutors and defense lawyers. Judge O. Robert Lidums imposed a maximum 10-year sentence, suspending seven years of it, and ordered Wesley to serve five years of supervised probation upon his jail release. Lidums ordered Wesley to register as a child sex offender and forbade him from using the Internet, which, according to prosecutors, was the source of his child pornography. Wesley will serve his three-year term in the Cecil County Detention Center, where he will be eligible for the work-release program. The judge allowed Wesley to remain free on $15,000 bond until April 9, giving him time to prepare for incarceration. Assistant state’s attorney Kevin B. Urick and Wesley’s lawyer, C. Thomas Brown of Elkton, negotiated the deal. Wesley’s guilty plea related to a video showing an adult man performing a sex act on a prepubescent girl, who was screaming, “No,” Urick said. Police investigators found that video on Wesley’s home computer, which was equipped with file-sharing software, Urick added. An anonymous tip in March 2005 led Maryland State Police’s Computer Crimes Section to investigate Wesley, according to police. A tipster told police that Wesley was hosting parties at his home, where he allegedly displayed child pornography on his computer, police said. Guests were able to view the material, police added. Using the anonymous tips to get a warrant, police searched Wesley’s home at 3700 Telegraph Road on March 10, 2005, he said. Police seized two computers. A Cecil County grand jury indicted Wesley on March 22, 2006, the same day police arrested him at his home without incident. Email this story | Print this story
